- What is this project about? This project involves replacing the existing aging Asbestos Cement (AC) pipe waterlines with new, durable High-Density Polyethylene (HDPE) pipe. This will improve water pressure, reduce leaks, and ensure long-term reliability for the District.
- What is “Pipe Bursting”? Pipe bursting is a “trenchless” method of replacing underground pipes. A pulling head is inserted into the old pipe, breaking it apart (bursting it) while simultaneously pulling the new HDPE pipe into the same space. Water Service Interruptions
Water Service Interruptions
- Will my water be turned off? Yes, there will be temporary interruptions when we switch your service from the old line to the new one.
- How much notice will I get? Whenever a water shutoff is planned, two types of notices will be issued: an initial notice distributed approximately five (5) to four (4) days prior to the scheduled shutoff, followed by a second notice provided 24 to 48 hours in advance of the shutoff.
- How long will the water be off? Typically, interruptions last between 4 to 8 hours during standard workdays. We aim to restore service by the end of each afternoon. Construction Schedule & Work Hours
Construction Schedule & Work Hours
- What are the standard work hours? Construction activity will take place between 7:00 AM and 6:30 PM.
- When will the “Pipe Bursting” occur? To minimize the most impactful work, actual pipe pulling and heavy installation will only occur from Monday through Thursday.
- What happens on the weekends? Fridays and weekends are reserved strictly for restoration work. This includes backfilling pits, repairing any impacted driveways or sidewalks, and ensuring the area is safe and tidy for the neighborhood.
Construction & Property Impact
- Will you be digging up my entire yard? No. Because we are using the pipe bursting method, we only need small “launch” and “receive” pits at specific intervals. However, small excavations will be necessary at each water meter to reconnect your service to the new main.
- What happens if my driveway or sidewalk is damaged? If construction requires cutting into a driveway or sidewalk, the contractor is required to restore it to a condition equal to or better than its original state once the pipe installation is complete.
- Can I still park on the street? There may be temporary “No Parking” zones to allow heavy equipment access. Please follow the posted signs to avoid delays or towing.
Safety & Quality
- Is the new HDPE pipe safe for drinking water? Absolutely. HDPE is a standard material in the water industry known for being leak-proof, corrosion-resistant, and chemically inert.
- Will my water look different after work? You may experience some air in your lines or slight discoloration immediately after service is restored. Running your outdoor hose bib or cold water tap for a few minutes should clear this up.
How is the old Asbestos Cement (AC) pipe handled?
- Certified Personnel: All handling, fragmentation, and removal of AC pipe materials are performed by specialized contractors with State-mandated Asbestos Abatement Certifications.
- Safe Containment: Any fragments of the old pipe that are excavated at the “launch” or “receiving” pits are immediately wetted (to prevent dust), wrapped in specialized heavy-duty containment plastic, and stored in secure.
- Proper Disposal: All AC debris is hauled off-site by licensed transporters and disposed of at an EPA-approved landfill specifically designated for hazardous materials.
